Kinds of turpentine listed in section 92(c), (e), and (f) and the rosin types already set by the Secretary of Agriculture are the official standards for naval stores until changed. The Secretary may make standards for other naval stores after giving the trade at least three months’ notice and offering hearings or chances to speak. Any new standard does not take effect until three months after it is announced. The Secretary can also change standards when needed, but must give at least six months’ notice and hearings, and changes take effect six months after being made. Rosin grades, from highest to lowest, are labeled X, WW, WG, N, M, K, I, H, G, F, E, D, and B, and are marked as “gum rosin” or “wood rosin.” These rules are the official United States standards used to grade and describe all naval stores in commerce.
