Creates a fund in the U.S. Treasury called the Rural Electrification and Telephone Revolving Fund. The fund includes: all notes, bonds, obligations, liens, mortgages, and property given or assigned to the Secretary under loans made under sections 904, 905, and 922 of this title and the sales proceeds from them, as of May 11, 1973; undisbursed balances of electric and telephone loans made under those same sections as of May 11, 1973; all principal and interest collections received on or after July 1, 1972, on notes, bonds, judgments, or other obligations under subchapters I and II and this subchapter; any congressional appropriations for interest subsidies and losses required under this subchapter and any unused balances of funds listed under the "Rural Electrification Administration" item in the Department of Agriculture and Agriculture-Environmental and Consumer Protection Appropriations Acts; and money borrowed from the Secretary of the Treasury under section 934(a) of this title.
