The Secretary of State can cancel a U.S. passport or a Consular Report of Birth (or its certified copy) if it seems the document was gotten illegally, by fraud, or by mistake, or was made using illegal acts or fraud against the State Department. The person named will get a written notice at their last known address that explains how to ask for a quick hearing after the cancellation. Canceling the document only invalidates the paper; it does not change the person’s citizenship. “Consular Report of Birth” means the Report of Birth Abroad of a Citizen of the United States issued by a consular officer to record a U.S. citizen born overseas.
