Money provided for the Immigration and Naturalization Service may be used to rent privately owned horses for official work, pay interpreters and translators who are not U.S. citizens, give citizenship textbooks to noncitizens for free, and pay allowances to detained noncitizens for work at rates set by the appropriation Act. If the appropriation allows it, the funds can also be used for unforeseen confidential emergency costs. The Attorney General will oversee those payments and sign a statement of any undisclosed amount spent; that statement counts as the official voucher.
