Summary

The Attorney General must take steps to cut down the backlog of immigration benefit applications. The goal is to fully eliminate the backlog 1 year after November 25, 2002. The Attorney General must also make changes to stop new backlogs from forming and improve the infrastructure needed to deliver immigration services. Congress can give the Department of Justice whatever money is needed to do this. Those funds can be called the "Immigration Services and Infrastructure Improvements Account" and stay available until spent. No money can be used until the required report has been sent to Congress.
