Create a single, connected electronic system that links all Immigration and Naturalization Service databases about noncitizens and that works with a new national system the President must build (called the "Chimera system"). The Chimera system must give visa officers, officials deciding if someone can enter or must be removed, and certain federal law enforcement or intelligence officers access to relevant federal law enforcement and intelligence data, while the President must set up rules to limit access to sensitive intelligence when required. The President must consult with the National Institute of Standards and Technology and other appropriate agencies when building the system. The system must handle different name formats, be searchable using language-aware methods, offer user support, use commercial technology when possible, and be updated over time. Language-sensitive search methods must be built for at least 4 high-priority languages chosen by the Secretary of State after consulting the Attorney General and the Director of Central Intelligence. The top-priority language tool must be ready within 18 months after May 14, 2002, and one more language tool must be added each year for the next three years. The Secretary of State and Attorney General must set up ways for officers to get help with name or identity questions. The President must report progress 6 months after May 14, 2002. The Director of Central Intelligence must finish a survey and report within 60 days after May 14, 2002, and issue guidelines and provide them within 120 days after that date. Money needed to carry out these requirements is authorized.
