The Secretary of State must require consular officers who decide visas to get special training before they begin duty. The training must teach how to screen people who may threaten U.S. safety; how to identify aliens inadmissible under 1182(a)(3)(A) and (B); how to share intelligence about terrorists; and how to be culturally sensitive. Under section 1776 it must also cover detecting and analyzing fraudulent documents and working with immigration officers at ports of entry. The Secretary must coordinate with the Assistant to the President for Homeland Security, federal law enforcement, and the intelligence community to share unclassified reports and bulletins. Funds as needed are authorized.
