The President must study whether to set up a North American National Security Program to make the United States, Canada, and Mexico safer. The study must look at letting foreign travelers voluntarily go through a U.S. pre-entry check and whether that could be expanded to travelers to Canada and Mexico. It must also look at expanding airport preinspection abroad, including for flights to Canada and Mexico, training and funding Canadian and Mexican inspectors, and what is needed to meet the requirements in section 1225a(a)(5), with input from recognized experts. No later than 1 year after May 14, 2002, the President must send a report of the study to the appropriate committees of Congress. Congress may provide whatever money is needed to carry out the study.
