Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Spine Box Noise Fix Adopted

If you use HIII-5F dummies in crash or sled tests, the spine box specification is revised to add side plates and countersunk bolts to stop fasteners from becoming loose and creating signal noise. The rule takes effect on February 18, 2025, and NHTSA says the change eliminates the thorax accelerometer noise and reduces maintenance and testing time.

Standardized Chest Jacket Specifications

If you make or use Hybrid III 5th Percentile Female (HIII-5F) dummies, NHTSA revised the chest jacket specifications to adopt the SAE J2921 design and adjusted some dimensions and tolerances. The rule takes effect on February 18, 2025, and NHTSA states that current SAE jackets in the field conform to the finalized specifications.

Limited Cost Impact on Manufacturers

NHTSA says the costs from these changes are limited to acquiring new dummy parts and that the finalized changes would not require parts beyond what would be purchased in the normal course of business. The agency also says the final rule is not intended to impose new requirements on vehicle manufacturers; it is effective February 18, 2025.
