Federal Appeal Could Allow Hudson River Work

On December 13, 2024, NOAA received an appeal from Robert Hagopian asking the Secretary of Commerce to override New York State's objection to his permit for shoreline stabilization, dock installation, and dredging on the Hudson River in Ulster, New York. The public may submit written comments or request a public hearing through docket NOAA-HQ-2024-0152 at www.regulations.gov; comments will be considered if received by February 12, 2025. The Secretary may only override the State's objection under specific tests in the Coastal Zone Management Act (15 CFR 930.121–930.127), and the appellant bears the burden of proof.
