Raw Flexible Magnets From the People's Republic of China and Taiwan: Continuation of Antidumping Duty Orders and Countervailing Duty Order

Published Date: 1/6/2025

Notice

Summary

The U.S. government is keeping special taxes on raw flexible magnets from China and Taiwan to stop unfair pricing and unfair help from their governments. These taxes, which started back in 2008, will continue because removing them could hurt American businesses. This decision kicks in starting December 27, 2024, protecting U.S. industries from cheap imports that could cause damage.

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Antidumping and Countervailing Duties Continue

The U.S. is continuing antidumping (AD) orders on raw flexible magnets from China and Taiwan and the countervailing duty (CVD) order on raw flexible magnets from China. Starting December 27, 2024, U.S. Customs and Border Protection will continue to collect AD and CVD cash deposits at the rates in effect at the time of entry for all imports of the subject merchandise.

U.S. Industry Protection Maintained

Commerce and the International Trade Commission determined that removing the orders would likely lead to dumping, countervailable subsidies, and material injury to a U.S. industry. The continuation of the orders as of December 27, 2024 is intended to protect that U.S. industry from injury caused by dumped or subsidized imports.

Printed Flexible Magnets Are Excluded

Printed flexible magnets that are laminated or bonded with paper, plastic, or other material bearing printed text or images (for example business cards, calendars, or decorations) are specifically excluded from the Orders. The exclusion does not apply if the printing is limited to items such as a trademark, country of origin, borders/lines, certain manufacturing/use instructions, removable adhesive backing printing, non-permanent printing, printing on the magnetic back side, or combinations of those limited printings.
