Preliminary Dumping Rates and Cash Deposits

Commerce preliminarily found large top-mount refrigerators from Thailand are being sold at less than fair value for the period April 1, 2023 through March 31, 2024. Commerce assigned preliminary estimated weighted-average dumping margins of 13.28% for Toshiba (and All Others) and 37.90% for Thai Samsung, Sanden Intercool, and Sharp (based on adverse facts available), and instructed U.S. Customs and Border Protection to suspend liquidation and require cash deposits equal to those rates for entries on or after January 29, 2025.

Final Determination Postponed; Provisional Measures Extended

At Toshiba's request, Commerce postponed the final determination and extended provisional measures from a four-month period to a period not greater than six months. Commerce will make its final determination no later than 135 days after the publication of this preliminary determination (published January 29, 2025).
