Public notice of new USPS negotiated deals

The Postal Regulatory Commission is reviewing recent Postal Service filings for Competitive negotiated service agreements and has opened public proceedings for certain filings. For the listed dockets (CP2024-105; MC2025-1168/K2025-1168; MC2025-1170/K2025-1170) the Commission accepted the filings on February 4, 2025, appointed Public Representatives, and set a public comment deadline of February 12, 2025. You can read the public portions on the Commission's website and submit comments through the PRC Filing Online system.

No public comment on some standardized products

The notice explains that standardized distinct products—negotiated service agreement variations that underwent advance Commission review—are handled in summary proceedings. For such summary proceedings, pursuant to 39 CFR 3041.405(c)-(d), the Commission does not appoint a Public Representative and does not request public comment.

Access rules for public and sealed filings

The Commission states that public portions of the Postal Service's requests can be accessed on the PRC website, while non-public (sealed) portions can only be accessed by meeting the requirements of 39 CFR 3011.301.
