The Board, based on TBL Group's representations, tentatively found the contemplated transaction is consistent with the public interest and concluded the impact on the interstate passenger motor carrier industry would be "minimal at most," with neither competition nor the public interest adversely affected. The application states Echo Windy's market is competitive and has no customer-base overlap with TBL Group's affiliates.
