Continued Mandatory Reporting for Vinyl Chloride Plants

If your facility produces ethylene dichloride (EDC), vinyl chloride (VC), or polyvinyl chloride (PVC), you must continue to report pollution information under the NESHAP for Vinyl Chloride (40 CFR part 61, subpart F). EPA estimates 25 respondents, a total respondent burden of 10,210 hours per year, and total annual costs of $2,890,000 (including $1,600,000 in annualized capital or operation & maintenance costs).

Estimated Burden and O&M Costs Increased

EPA reports an increase of 3,670 hours in total estimated respondent burden compared with the currently approved ICR because nine additional sources were added. EPA also increased operation & maintenance (O&M) cost estimates by adjusting from 2008 dollars to 2022 dollars using the Chemical Engineering Plant Cost Index (CEPCI).
