Who the rule covers (HAP thresholds)

The rule applies to nutritional yeast manufacturing facilities that emit either 10 tons per year or more of any single hazardous air pollutant (HAP) or 25 tons per year or more of any combination of HAP. It sets emission limits for fermenter operations and applies under 40 CFR part 63, subpart CCCC.

Required reporting, tests, and recordkeeping

Owners/operators must provide initial notifications, conduct performance tests, submit periodic reports, and keep records of startup, shutdown, malfunctions, and periods when monitoring is inoperative. The frequency is initially and semiannually and the obligation to respond is mandatory under 40 CFR part 63, subpart CCCC.

Estimated industry burden and costs remain unchanged

EPA estimates the ICR covers 4 respondents with a total burden of 1,410 hours per year and total estimated costs of $969,000 per year (including $776,000 annualized capital or O&M). The renewal states there is no change in hours or costs compared with the currently approved ICR through February 28, 2025.
