New Fulfillment Non‑Published Rates Product
On February 28, 2025 the Postal Service filed to create a new Competitive product called Fulfillment Non‑Published Rates (FFNPR). The Postal Service says FFNPR contracts will offer discounted, non‑published pricing for existing end‑to‑end Competitive services Priority Mail and USPS Ground Advantage for customers who fulfill orders and ship on behalf of clients.
Faster Approval Path for Subsequent Contracts
If the FFNPR product and templates are approved, one or more contracts using the same contract template may be added to the product later without requiring further Commission approval. The Commission opened Docket No. RM2025-7 and related dockets and set public comment due by March 12, 2025.
Four Contract Template Options and Term Lengths
The Postal Service filed four closely related contract templates for FFNPR: three Tiered templates with 1‑year, 2‑year, or 3‑year terms, and one Non‑Tiered Annual template with a 1‑year term. The filing states the operative components in all four templates are the same but that they reflect variations in pricing mechanisms.
