Large Antidumping Rates and Cash Deposits
The Department of Commerce found dioctyl terephthalate (DOTP) from Türkiye sold at less than fair value and set estimated antidumping rates of 80.71% for By Petrokimya Sanayi Ve Ticaret A.S. and 61.61% for all other exporters. U.S. Customs and Border Protection will continue to suspend liquidation and require cash deposits at those rates for DOTP entries entered, or withdrawn from warehouse, for consumption on or after November 5, 2024, with the determination applicable March 28, 2025.
ITC Decision May Trigger Final Duties or Refunds
Commerce will notify the U.S. International Trade Commission (ITC) and the ITC must decide whether U.S. industry is materially injured by DOTP imports from Türkiye no later than 45 days after this final determination (published March 28, 2025). If the ITC finds no material injury, cash deposits will be refunded; if the ITC finds material injury, Commerce will issue an antidumping duty order and CBP will assess antidumping duties on imports entered, or withdrawn from warehouse, for consumption on or after the suspension effective date.
