EPA Goes Digital: No More Paper for Pesticide Data Submissions

Switch to electronic form submissions

Pesticide registrants must now submit EPA Forms 8570-34 and 8570-35 electronically through the Pesticide Submission Portal (PSP) accessed via EPA's Central Data Exchange (https://cdx.epa.gov/). This change replaces the prior instruction to submit paper copies and is effective upon signature (March 28, 2025).

Halving paperwork burden for data matrices

In 2024 the Office of Pesticide Programs received 3,309 Data Matrices; completing the forms previously took between 0.25 and 1.25 hours each for a total burden of 1,654.5 to 8,273 hours. By eliminating the requirement to submit two copies, the total burden is reduced by 50% to a range of 827.25 to 4,136.5 hours.

Data matrix contents are public (no CBI)

EPA states that none of the information on EPA Form 8570-35 (Data Matrix) is confidential business information and that the form will be available for public inspection under 40 CFR 152.119(c) after a product is registered. The PR Notice clarifies that the separate internal-use copy is no longer required because the form's contents are not within the scope of FIFRA section 10(d)(1)(A)-(C).

No need to update existing data matrices

EPA clarified that registrants do not need to submit updated data matrices for already-existing registration jackets; the PR Notice applies only to data matrices submitted going forward. Existing matrices will remain in use by OPP staff as needed.
