The Executive Director may appoint non-voting subject matter experts (SMEs) on an ad hoc, intermittent basis pursuant to 5 U.S.C. 3109 to assist the Commission or its subcommittees. These non-voting SMEs are not Commission members and will not engage in Commission deliberations.
