Temporary OK to Deal with Two Firms
General License 129 authorizes transactions otherwise prohibited by the Russian Harmful Foreign Activities Sanctions Regulations involving Rosneft Deutschland GmbH or RN Refining & Marketing GmbH, and any entity they own 50% or more, through 12:01 a.m. eastern daylight time, April 29, 2026. GL 129 was issued on October 29, 2025.
Blocked Persons Still Prohibited
GL 129 does not authorize any transactions involving any person blocked under the RuHSR, including other blocked affiliates of Rosneft Oil Company, unless those transactions are separately authorized. Transactions with those blocked persons remain prohibited even during the GL 129 authorization period.
