Deadlines to Apply for 2027 Self-Governance

If your Indian Tribe or Consortium wants to begin participation in the Tribal Self-Governance Program in 2027, completed fiscal year requests must be received by April 4, 2026, and completed calendar year applications must be received by July 5, 2026.

Cap on New Tribe Selections (50 Per Year)

Under 25 U.S.C. 5362(c) as amended, the Secretary may select not more than 50 new Indian Tribes per year for participation in the Tribal Self-Governance Program.

Eligibility Requirements: Planning, Resolution, 3‑Year Record

To be eligible, a Tribe must complete the planning phase, request participation by resolution or other official tribal governing action, and demonstrate fiscal stability and financial management capability for the 3 fiscal years preceding the request, shown by having no uncorrected significant internal audit exceptions.

180‑Day Rule for New Applicants

A Tribe not currently participating may submit a request at any time but must submit it no later than 180 days before the proposed effective date of the funding agreement (for example, before October 1 or January 1 effective dates).

Timing Rules for Agreements and Negotiations

The PROGRESS Act requires funding agreement copies to be provided at least 90 days before the proposed effective date. Initial negotiations in regions new to self-governance typically take about 2 months. Agreements for an October 1–September 30 funding year need to be signed and submitted by July 3, and agreements for a January 1–December 31 funding year need to be signed and submitted by October 3.
