Driver's Licenses Scanned and Stored
If you are a Highway Contract Route (HCR) driver, subcontract driver, or a USPS vehicle operator, your driver's license barcode data (including name, home address, driver's license number, birth date, and Social Security Number) will be scanned into a centralized electronic PS Form 2081 system. The Postal Service says the electronic PS Form 2081 will replace decentralized paper forms to increase security and reduce the risk of improper use or disclosure of personally identifiable information.
Real-Time Tracking Tied to Driver Identity
The new USPS HCR scanning mobile application will capture GPS breadcrumb tracking (precise coordinates), scan events (arrival, load, unload, delivery), timestamps, trailer IDs, and will associate those events with a named driver and their badge number. USPS will send that information to downstream systems to improve visibility, accountability, and fraud detection for contractor-transported mail.
Temporary Access and Record Retention Rules
Non-cleared drivers may be granted temporary access for up to 60 days under the PS Form 2081 process. Electronic PS Form 2081 records and paper PS Form 2081 records used to allow temporary access are retained for 1 year from issuance; the HCR mobile application retains authentication and error logs for 30 days; telematics vehicle data is retained for 20 years after the vehicle is disposed; Bid Solicitation and Contract Management records are retained 6 years after the fiscal year the contract becomes inactive; and fuel fleet card records are retained for 10 years.
