Algerian Rebar Gets Taxed to Shield American Steel Workers

72.94% Duty on Algerian Rebar

The Department of Commerce determined an estimated countervailable subsidy rate of 72.94 percent ad valorem for Tosyali Iron Steel Industry Algeria SPA and for all other producers/exporters of rebar from Algeria. This determination is applicable April 1, 2026 and means imports of Algerian rebar will face an added duty equal to 72.94% of the product value if a CVD order is issued.

Immediate Cash Deposit Requirement

U.S. Customs and Border Protection was instructed to collect cash deposits and suspend liquidation for entries of Algerian rebar entered or withdrawn for consumption on or after January 13, 2026 at the cash deposit rate indicated (72.94%). Importers with entries on or after January 13, 2026 must provide cash deposits at that rate while the investigation proceeds.

Possible Final Countervailing Duty Order

Commerce will notify the U.S. International Trade Commission, which has 45 days to decide whether U.S. industry is materially injured. If the ITC issues a final affirmative injury determination, Commerce intends to issue a countervailing duty (CVD) order and require assessment of duties on all imports of the subject merchandise entered or withdrawn for consumption on or after the effective date of the suspension of liquidation.

Refund If ITC Finds No Injury

If the U.S. International Trade Commission determines there is no material injury or threat of material injury, the countervailing duty proceeding will be terminated and all estimated duties deposited or securities posted because of the suspension of liquidation will be refunded or canceled.

Which Rebar Products Are Covered

The investigation covers steel concrete reinforcing bar (rebar) imported in straight length or coil form regardless of metallurgy, length, diameter, or grade; it also covers rebar further processed (cutting, galvanizing, painting, coating) and specifically excludes plain rounds (nondeformed or smooth rebar).
