Five‑Year Duty Reviews Started

The U.S. International Trade Commission has started five‑year reviews to decide whether to revoke the countervailing duty order on mattresses from China and antidumping duty orders on mattresses from Cambodia, Malaysia, Serbia, Thailand, Turkey, and Vietnam. The review will assess whether revoking the May 14, 2021 orders would likely lead to continuation or recurrence of material injury to the U.S. mattress industry.

Deadline to Submit Information

If you are an interested party (U.S. producer, importer, foreign producer/exporter, union, purchaser, or trade association), you must submit the requested information to the Commission by 5:15 p.m. on May 1, 2026 to be assured consideration. Comments on the adequacy of responses may be filed by 5:15 p.m. on June 9, 2026.

Detailed 2025 Data Requested

The Commission asks U.S. producers, importers, and foreign producers to provide detailed calendar‑year 2025 data such as production quantities, capacity, U.S. commercial shipments, import quantities/values (landed and f.o.b.), and financial figures including net sales, cost of goods sold, gross profit, SG&A, and operating income. Respondents must report quantities in units and values in U.S. dollars.

Adverse Inference for Non‑Response

If an interested party does not provide the requested information (or fails to notify the Commission that it cannot provide the information and propose alternatives), the Commission may draw an adverse inference under Section 776(b) of the Tariff Act when making its determinations in the reviews.

Business Proprietary Information Protections

Parties can seek limited disclosure of business proprietary information (BPI) under an administrative protective order (APO); applications to receive BPI must be made no later than 21 days after publication of this notice (publication date April 1, 2026). A separate APO service list will be maintained for authorized recipients.
