Cash Deposits Required at Border

Starting on April 2, 2026, U.S. Customs and Border Protection will suspend liquidation and require cash deposits for entries of oleoresin paprika from India. The preliminary cash deposit rates are 3.33% for Mane Kancor, 5.66% for Synthite, and 4.60% for all other exporters.

No Retroactive Duties (Critical Circumstances)

Commerce preliminarily determined that critical circumstances do not exist for Mane Kancor, Synthite, or all other producers/exporters. That means Commerce is not applying retroactive (pre-publication) antidumping duties under the preliminary finding.

Provisional Measures Extended

Commerce postponed the final determination and extended provisional measures so the provisional period can be up to six months instead of four. Commerce will make its final determination no later than 135 days after the publication of this preliminary determination.

Preliminary Dumping Margins Announced

Commerce preliminarily found oleoresin paprika from India is sold at less than fair value and assigned estimated weighted-average dumping margins of 3.33% for Mane Kancor, 5.66% for Synthite, and 4.60% for all other producers/exporters. These margins are the basis for the required cash deposits.
