Nasdaq PHLX Pushes Back Order System Launch to Curb Internal Trades

Published Date: 4/3/2026

Notice

Summary

Nasdaq PHLX is updating a rule that helps stop trades from accidentally happening within the same firm, which keeps trading costs down for everyone. They’re also pushing back the start date for a new order entry system called CORE FIX. These changes affect traders using Nasdaq PHLX and aim to make trading smoother without extra costs, with the new system launch delayed to give everyone more time to get ready.

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Anti-Internalization Extended to FIX Users

If you trade on Nasdaq PHLX using the FIX order entry protocol, the exchange will make its Port-Level Anti-Internalization Functionality available so orders with a unique group ID do not execute against each other. The rule already reflects that FLITE users have this functionality, and the FLITE/OUCH-related change becomes operative 30 days after the filing (filed March 30, 2026). This functionality is intended to reduce trading costs from unwanted internal executions.

CORE FIX Implementation Delayed to End of 2026

Nasdaq PHLX delayed the planned launch of its CORE FIX order entry protocol from the first quarter of 2026 to implementation before the end of 2026. The Exchange said it will issue an Equity Trader Alert ahead of the CORE FIX implementation to give market participants more time to prepare.
