China's Plastic Bags Face Usual Duty Scrutiny in Trade Review

Crown Treated as China‑Wide, 77.57% Rate

If you import polyethylene retail carrier bags produced or exported by Crown Polyethylene Products, Commerce preliminarily finds Crown part of the China‑wide entity and, if finalized, will instruct U.S. Customs to apply an ad valorem assessment rate of 77.57% to Crown entries during the period August 1, 2024 through July 31, 2025. Commerce intends to issue assessment instructions no earlier than 35 days after publication of the final results.

Cash Deposit Rate: 77.57% for Chinese Exporters

Commerce will set cash deposit requirements effective upon publication of the final results: for all Chinese exporters that have not been found entitled to a separate rate, the cash deposit rate will be the China‑wide rate of 77.57% for shipments entered or withdrawn for consumption on or after the publication date. These cash deposit requirements will remain in effect until further notice.

No Shipments → Liquidation at China‑Wide Margin

Commerce found Dongguan Nozawa had no reviewable entries during August 1, 2024–July 31, 2025 and rescinded the review for that company. When Commerce determines an exporter made no shipments during the period, it will instruct CBP to liquidate any suspended entries that entered under that exporter's CBP case number during the period at the China‑wide weighted‑average dumping margin of 77.57%.

Non‑Chinese Importers Inherit Chinese Supplier Rate

If you import subject bags from a non‑Chinese exporter that has not received its own rate, Commerce will set that importer's cash deposit rate equal to the rate applicable to the Chinese exporter that supplied the non‑Chinese exporter. This rule takes effect upon publication of the final results.

File Reimbursement Certificate or Risk Double Duties

If you are an importer, you must file a certificate regarding reimbursement of antidumping duties prior to liquidation of the relevant entries during this review period. If you fail to file this certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.
