Contractor Access to FIFRA/FFDCA CBI

Deaf Access Solutions, Inc. will be given access to information submitted to EPA under all sections of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Food, Drug, and Cosmetic Act (FFDCA), and some of that information may be claimed as Confidential Business Information (CBI). That access will continue until December 31, 2030 and will continue through any contract extension without further notice.

ASL Interpreting for D/HH EPA Staff

Deaf and hard-of-hearing staff in EPA’s Office of Pesticide Programs will receive American Sign Language interpreting services that require the contractor to access pesticide information, including materials claimed as Confidential Business Information. This access begins no sooner than 5 days after publication in the Federal Register (publication date April 6, 2026; i.e., on or after April 11, 2026).

No Extra Public Costs

The notice states the action applies to the public in general and that there are no extra costs to the public for providing this contractor access and interpreting support. The public is being informed but will not be charged additional fees for this access arrangement.

CBI Protections and Use Restrictions

EPA requires Deaf Access Solutions, Inc. personnel to sign nondisclosure agreements, be briefed on security procedures, and follow a contract that prohibits use of information for purposes outside the contract and disclosure to third parties without EPA approval. EPA project officers will maintain records of information provided and all materials must be returned when the contractor completes its work.
