FCC Remittance Forms Required

If you make a payment to the FCC (for regulatory fees, application fees, auction fees, fines, FOIA billings, or other FCC debts), a remittance advice form (FCC Form 159 or a voucher) must accompany the payment. The collection covers FCC Form 159 and related variants, lists 238,044 respondents and responses, estimates 15 minutes (0.25 hours) per response, and a total annual burden of 59,511 hours.

Opportunity to Reduce Paperwork Burden

The FCC is requesting public comment on ways to reduce the paperwork burden and improve the forms' clarity and utility, and specifically asks for ways to further reduce the burden on small business concerns with fewer than 25 employees. Written comments are due by June 5, 2026.

Electronic Payment Requirement for Regulatory Fees

The Commission states that, per a prior Report and Order, beginning in Fiscal Year 2014 all regulatory fee payments must be made electronically and the FCC will no longer mail initial regulatory fee assessments to CMRS providers. The remittance voucher form may be used when payments are submitted electronically.
