Colombian Citric Acid Hit with Extra U.S. Duties: Fair Trade Win

Published Date: 4/8/2026

Notice

Summary

The U.S. Department of Commerce found that citric acid and certain citrate salts from Colombia were sold in the U.S. at unfairly low prices from July 2023 to June 2024. Because of this, importers might have to pay extra duties starting April 8, 2026. This decision affects Colombian exporters and U.S. buyers, aiming to keep trade fair and protect American businesses.

Analyzed Economic Effects

4 provisions identified: 0 benefits, 4 costs, 0 mixed.

Cash Deposit Rates Take Effect April 8, 2026

For shipments of the subject merchandise entered or withdrawn for consumption on or after April 8, 2026, importers must post cash deposits equal to the company-specific rates from this review. For producers/exporters not covered in this review, previously published company-specific rates remain in effect, and for all other producers/exporters the cash deposit rate remains 28.48 percent.

Sucroal S.A. Assigned 4.69% Duty

Commerce found that citric acid from Colombia was dumped during July 1, 2023–June 30, 2024 and assigned Sucroal S.A. a 4.69 percent weighted-average dumping margin. If you imported Sucroal's entries covered by this review, those entries may be assessed antidumping duties at that 4.69% rate.

Importers Must Certify Reimbursement or Risk Double Duties

Importers must file a certificate about reimbursement of antidumping duties before liquidation of the relevant entries from this period of review. If you fail to file that certificate, Commerce may presume reimbursement occurred and assess double antidumping duties.

Automatic Assessment and All-Others Rate for Unreviewed Entries

Commerce's automatic assessment will apply to entries produced by the mandatory respondent when the producer did not know the sale was destined for the United States; in such cases, CBP will liquidate unreviewed entries at the all-others rate if there is no rate for intermediate companies. The all-others rate from the investigation is 28.48 percent.
