HUD-903 Remains Complaint Option

You can file a housing discrimination complaint with HUD using Form HUD-903. HUD will continue to accept HUD-903 submissions in person, by mail, or via the internet and uses the form to collect information needed to process complaints under the Fair Housing Act and other federal civil rights laws.

VAWA Enforcement Info Added

The HUD-903 form was revised to include information about FHEO's authority to file and investigate complaints under the 2022 reauthorization of the Violence Against Women Act (VAWA), effective October 1, 2022, and HUD published Notice FHEO-2023-01 on January 20, 2023. HUD also provides a VAWA guidance web page for potential VAWA complainants/survivors.

One-Year Filing Deadline Reminded

You must file a complaint with HUD no later than one (1) year after the alleged discriminatory housing practice occurred or terminated in order for HUD to accept it under the Fair Housing Act.

HUD estimates completing the HUD-903 form takes approximately 45 minutes per person. HUD estimates 51,441 forms submitted annually (FY2025) with total annual burden hours of 38,581.5, and persons who mail the form must pay USPS First-Class Postage of $0.78 per submission; electronic submission is available.

Signature Under Penalty Added

The updated HUD-903 form includes a signature field requiring the submitter to declare under penalty of perjury that the information is true and correct to the best of their knowledge.
