Importers Must Certify Reimbursement Or Risk Doubled Duties
Importers subject to AD orders must file a certificate about reimbursement of antidumping and/or countervailing duties prior to liquidation under 19 CFR 351.402(f)(2). If importers fail to file this certificate, Commerce may presume reimbursement occurred and assess doubled antidumping duties.
Duties Assessed At Cash-Deposit Rates
Commerce will instruct U.S. Customs and Border Protection to assess antidumping and/or countervailing duties on entries during the listed PORs at rates equal to the cash deposit required at the time of entry, in accordance with 19 CFR 351.212(c)(1)(i). Commerce intends to issue assessment instructions no earlier than 35 days after publication for cases other than Canada or Mexico, and no earlier than 41 days for Canada or Mexico.
Administrative Reviews Rescinded for Listed Orders
The Department of Commerce is rescinding the administrative reviews for the antidumping (AD) and countervailing duty (CVD) orders listed in the notice because all review requests were withdrawn within the 90-day deadline. The rescission is applicable April 9, 2026, and covers the periods of review (PORs shown in the notice's table).
Parties Under APO Must Dispose Or Return Materials
Parties subject to an Administrative Protective Order (APO) must follow 19 CFR 351.305(a)(3) and provide timely written notification about returning or destroying APO materials or converting them to a judicial protective order. Failure to comply with APO rules is sanctionable.
