Turkey's Aluminum Gets Extra U.S. Duties for Unfair Aid

Final Duty Rates for Turkish Sheets

The Department of Commerce set countervailing duty rates for common alloy aluminum sheet from Türkiye for January 1, 2023 through December 31, 2023. Assan and its cross-owned companies have a 4.28% ad valorem net subsidy rate, Teknik has a de minimis rate of 0.33%, and non-selected companies are assigned a 4.28% rate.

Cash Deposit Collection Starts on Publication

Commerce will instruct U.S. Customs and Border Protection to collect cash deposits of estimated countervailing duties on shipments of the subject aluminum sheet entered, or withdrawn from warehouse, for consumption on or after the date of publication (April 9, 2026). Because Teknik's rate is de minimis, no cash deposit will be required for Teknik shipments on or after that date; cash deposits for other firms will follow the rates shown.

Timing Rules for Assessment and Liquidation

Commerce will issue assessment instructions to U.S. Customs and Border Protection no earlier than 35 days after the notice publication, and if a timely summons is filed at the U.S. Court of International Trade, CBP will be directed not to liquidate relevant entries until the statutory injunction period (within 90 days of publication) has expired. These timing rules affect when duties are finally assessed and when entries may be liquidated.
