Commerce Drops Review on Canadian Pipe Import Duties

Published Date: 4/10/2026

Notice

Summary

The U.S. Department of Commerce has canceled the review of special import taxes on large diameter welded pipe from Canada for May 2024 to April 2025. This means no changes in duties or extra costs for Canadian pipe makers or U.S. buyers during this time. The decision kicks in starting April 10, 2026, keeping things steady and clear for everyone involved.

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Duties Assessed at Deposit Rates

Commerce will instruct U.S. Customs and Border Protection to assess antidumping duties on all appropriate entries at rates equal to the cash deposit rate required at the time of entry. Commerce intends to issue those assessment instructions no earlier than 41 days after publication of this rescission notice (publication date April 10, 2026).

No Duty Changes for Canadian Pipe

If you import or sell large diameter welded pipe from Canada, there will be no change in antidumping duties for entries during May 1, 2024 through April 30, 2025. Commerce rescinded the administrative review for that period, effective April 10, 2026, which means no new or changed AD duties or extra review-related costs will be imposed for that period.

Rescission Applies to Named Companies

Commerce rescinded the review in part for Pipe & Piling Supplies (Pipe & Piling), Canam (St. Gedeon), Forterra, and Hyperscon because the petitioner withdrew its review requests by the 90-day deadline. Commerce also determined that Evraz had no shipments of subject merchandise during May 1, 2024 through April 30, 2025, and thus the overall review is rescinded.
