Cleveland area meets RACT — cleaner air

The EPA is proposing to approve Ohio’s source-specific RACT determinations for major emitters (Lubrizol, Henkel, and Cleveland-Cliffs) in the Cleveland nonattainment area (Cuyahoga, Geauga, Lake, Lorain, Medina, Portage, and Summit counties) under the 2015 ozone standard. Permit terms to become federally enforceable

The proposal references several site permits and their effective dates, for example Lubrizol permit P0138405 (effective October 1, 2025), Henkel permit P0138691 (effective November 18, 2025), and Cleveland-Cliffs permits (effective November 13, 2025).
