Notice

Summary

The Department of the Treasury is adding the Social Security Administration’s Numident database to the Do Not Pay Working System to help stop improper federal payments. This change affects agencies that check payees and awardees, making it easier to catch errors or fraud. The update kicks in after April 2026, with strong privacy protections in place to keep your info safe.

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

Numident Added to Do Not Pay

Treasury has designated the Social Security Administration's Numident database to the Do Not Pay Working System, effective immediately. Numident will be available solely to verify names, Social Security numbers, and dates of birth for individuals receiving payments or awards under federal and federally funded state-administered health or income maintenance programs.

Verification and Contest Rights Required

Treasury will require agencies that use Numident via Do Not Pay to make independent judgments, verify match results, and provide individuals an opportunity to contest match results before taking adverse action, consistent with statutes like 31 U.S.C. 3528, 31 U.S.C. 3354(b)(4), and 5 U.S.C. 552a(p).

Built-in Privacy and Security Safeguards

Treasury says Numident access through Do Not Pay will follow the Privacy Act and SSA system requirements and use Fiscal Service controls like limited need-to-know access, audit logging, secure transmission protocols, mandatory privacy and security training, and compliance with the Federal Information Security Modernization Act and NIST standards.

Loan Programs Excluded from Income Maintenance

Treasury (citing SSA guidance) states that loan programs are not income maintenance programs for disclosure purposes, so Numident access via the Do Not Pay Working System is not authorized for loan programs under that classification.
