$305 Filing Fee Per Foreign Principal
Every registrant must pay a filing fee of $305.00 for each active foreign principal for each six-month Supplemental Statement reporting period. That is $305 per foreign principal every six months under the stated rule in 28 CFR 5.5.
Penalties for Noncompliance Under FARA
Filing Form NSD-2 is required by statute and regulation under FARA, and failure to provide the required information is subject to the penalty and enforcement provisions in Section 8 of FARA. Not filing or providing required information can trigger enforcement actions under the Act.
Twice-Yearly FARA Supplemental Filing
If you are required to register under the Foreign Agents Registration Act (FARA), you must complete Form NSD-2 twice each year while your registration is active. The Department estimates each submission takes about 1.17 hours, so most registrants will spend about 2.34 hours per year on these filings.
Aggregate Time Burden Estimate
Based on projected registrations for 2026–2029, the Department estimates about 366.5 registrants will each submit Form NSD-2 twice annually (733 submissions) for a total estimated annual public burden of 857.61 hours. The estimate uses a per-submission time of 1.17 hours and accounts for improved e-File webform features.
