Who can apply and deadline
Local educational agencies (LEAs) where 20% or more of students come from families below the poverty line, consortia of such LEAs, the Bureau of Indian Education, and eligible national nonprofits serving students in those LEAs may apply for Teacher and School Leader Incentive Program (Assistance Listing 84.374A) grants. Complete proposals must be submitted electronically through Grants.gov by 11:59:59 p.m. Eastern time on June 8, 2026.
Funding for performance pay and HCMS
The TSL grants are for developing, implementing, improving, or expanding comprehensive performance-based compensation systems (PBCS) or human capital management systems (HCMS) for teachers, principals, or other school leaders who raise student growth, support workforce readiness, and close achievement gaps. The FY 2026 competition lists absolute priorities of Human Capital Management Systems, Performance Based Compensation Systems, and High-Need Schools, plus competitive preference priorities of Returning Education to the States and Meaningful Learning Opportunities for Students.
