Risk of Doubled Duties for Missing Certificate

Importers must file a certificate regarding reimbursement of antidumping duties prior to liquidation of the relevant entries during this review period, per 19 CFR 351.402(f)(2). If an importer fails to file that certificate, Commerce may presume reimbursement occurred and assess doubled antidumping duties.

11.32% Antidumping Duty for TYCSA

The Department of Commerce found that TYCSA sold prestressed concrete steel wire strand at dumped prices for June 1, 2023 through May 30, 2024 and established a weighted-average dumping margin of 11.32 percent. Extra antidumping duties tied to that 11.32 percent margin will apply to TYCSA imports effective April 13, 2026.

Cash Deposit Requirement on Entries

For shipments entered or withdrawn for consumption on or after the publication date (April 13, 2026), importers must post cash deposits. The cash deposit rate for TYCSA will equal the final weighted-average dumping margin (11.32%), while the all-others rate remains 14.75 percent; rates below 0.50 percent are treated as zero.

Automatic Assessment at 14.75% for Some Entries

Commerce will apply its automatic assessment practice for entries produced by TYCSA that TYCSA did not know were destined for the United States and were not reviewed. In such cases, unreviewed entries will be liquidated at the all-others rate of 14.75 percent if there is no rate for the intermediate company involved.

Decision Protects U.S. Domestic Producers

Commerce's finding and the imposition of duties on TYCSA are intended to ensure fair competition and protect American businesses competing with TYCSA. The decision was reached for the period June 1, 2023 through May 31, 2024 and is effective April 13, 2026.
