US Eases Scrutiny on Some Canadian Softwood Imports

Preliminary Dumping Margins Announced

If you import certain softwood lumber from Canada, Commerce preliminarily assigned dumping margins of 16.85% for Canfor, 13.25% for Resolute, 4.77% for West Fraser, and 10.66% for non-examined companies for the period January 1, 2024 through December 31, 2024. These are preliminary rates announced April 14, 2026 and could be used to calculate duties if finalized.

Cash Deposit Rates Set After Final Results

When Commerce publishes final results, cash deposit rates for shipments entered on or after that publication date will equal the final weighted-average dumping margins for the companies in the final results, except that rates under 0.50% become zero. The all-others rate from the original investigation remains 6.04%.

Importers Must Certify Reimbursement or Face Double Duties

Importers must file a certificate about reimbursement of antidumping or countervailing duties prior to liquidation of relevant entries during this review period, as required by 19 CFR 351.402(f)(2). If an importer fails to file this certificate, Commerce may presume reimbursement occurred and may assess double antidumping duties.

Assessment and Liquidation Rules for Duties

Upon issuance of final results, Commerce will direct U.S. Customs and Border Protection to assess antidumping duties on appropriate entries; importer-specific assessment rates will be calculated if a respondent's margin is above zero. If a margin or importer-specific rate is zero or de minimis, Commerce will instruct CBP to liquidate without regard to antidumping duties. Assessment instructions will not be issued earlier than 41 days after publication, and entries may be held pending a court injunction for up to 90 days.

Rescission of Review for 21 Companies

Commerce intends to rescind the administrative review for 21 named Canadian companies (listed in Appendix II) because Customs data showed no entries of subject merchandise from those companies during January 1, 2024 through December 31, 2024. Interested parties may comment on this intent to rescind.
