18.27% Duty on Dingli Imports

The Department of Commerce found Zhejiang Dingli sold certain mobile access equipment at below-market prices and assigned an estimated weighted-average dumping margin of 18.27 percent for the period April 1, 2023 through March 31, 2024. That 18.27% rate is applicable to Dingli and to several named separate-rate respondents and is effective April 16, 2026, which can raise costs for U.S. importers who bring in these products.

165.14% China‑Wide Cash Deposit Rate

For Chinese exporters that have not been found to be entitled to a separate rate, Commerce set the cash deposit rate at the China-wide rate of 165.14 percent effective upon publication (April 16, 2026). Importers sourcing from Chinese exporters without a separate rate will face a cash deposit equal to 165.14% of the entered value.

Reimbursement Certificate Requirement and Risk

Importers must file a certificate about reimbursement of antidumping or countervailing duties before liquidation under 19 CFR 351.402(f)(2). If an importer fails to file this certificate, Commerce may presume reimbursement occurred and assess double antidumping duties or increase duties by the amount of countervailing duties.

De Minimis Exception for Tiny Margins (<0.5%)

If an importer-specific antidumping assessment rate is de minimis (less than 0.5 percent), those entries will be liquidated without regard to antidumping duties. That means importers with assessment rates below 0.5% will not pay antidumping duties on those entries.
