Clarifies who USDA social service rule covers
The USDA clarified that the rule covers all recipients and subrecipients of USDA domestic social service programs to which 2 CFR part 400 applies, and recipients and subrecipients of Commodity Credit Corporation assistance administered by USDA for domestic social service programs. This means organizations that get USDA social service funding — including faith-based and neighborhood organizations — have the protections and duties stated in 7 CFR part 16.
