US Ditches Jumbo Passports for One-Size-Fits-All Book in 2028

Published Date: 4/20/2026

Notice

Summary

Starting in 2028, the U.S. will switch to just one passport book size with 38 pages instead of offering 26- and 50-page options. Most travelers will get more visa pages, but frequent flyers and overseas citizens who used the 50-page book might need to renew passports more often. This change will save money and reduce waste, making passport production and processing smoother for everyone.

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Single 38‑Page Passport from 2028

The Department of State will replace the current 26- and 50-page passport books with a single 38-page passport book when the next redesign rolls out in 2028. Right now 92 percent of applicants request the 26-page book and 8 percent receive the 50-page book; switching to 38 pages will give most travelers more visa pages than the 26-page book.

Frequent Travelers May Need More Renewals

Frequent international travelers, U.S. citizens living abroad, and special-issuance passport holders who previously received 50-page books may need to renew their passports more often once the 50-page option is eliminated. The Department says those applicants make up a small share of applicants (about 8 percent currently receiving the 50-page book).

Emergency Passport Stays 12 Pages

The Emergency Passport will not change and will continue to be issued as a 12-page book even after the switch to a single 38-page passport book.

Online Renewal for Overseas Applicants Planned

The Department plans enhancements to its Online Passport Renewal platform to allow overseas applicants to renew online, which the Department says may help reduce the burden for overseas customers who would otherwise have to renew more often. The enhancement is described as expected to introduce new efficiencies for those customers.
