This change affects students, schools, and loan administrators, and it kicks in on April 22, 2026, unless public feedback leads to tweaks. If you want to share your thoughts, you’ve got until May 22, 2026, to speak up—no cost involved, just your voice!
Analyzed Economic Effects
3 provisions identified: 1 benefits, 2 costs, 0 mixed.
Legacy PLUS Borrowers Preserved
If you received a Graduate PLUS or Parent PLUS loan before June 30, 2026, the Department will identify and keep records for you as a "legacy" borrower so you can stay eligible under the pre-2026 rules for the lesser of a transitional period not to exceed three academic years or until you finish your current program of study. This change becomes applicable on April 22, 2026, and the Department is accepting comments through May 22, 2026.
New LOWER PLUS Loan Limits Tracked
The system will record and enforce new lower annual and aggregate loan limits for students and parent borrowers of PLUS loans, including tiered unsubsidized caps for graduate and professional students, a gross lifetime limit for Parent PLUS borrowers per dependent, and a universal non-PLUS lifetime maximum. The change enables financial aid administrators to set and apply these reduced limits consistently across a program of study.
Contact Center Interactions Recorded
The NSLDS will store customer contact-center information such as chat transcripts, email communications, audio recordings of customer calls, and screen recordings from phone, chat, webform, and other engagement channels. This applies when you interact with NSLDS customer service and becomes applicable upon publication on April 22, 2026.
