Grid Equipment Declared Defense-Critical

The President officially declared that grid infrastructure items—like transformers, transmission lines and conductors, substations, high-voltage circuit breakers, power control electronics, protective relay systems, capacitor banks, electrical core steel, and related raw materials and manufacturing tools—are industrial resources essential to national defense under section 303(a)(5) of the Defense Production Act. This designation makes those products eligible for special Defense Production Act actions to support domestic supply chains.

Waiver to Speed Production Support

The President waived the requirements of section 303(a)(1)–(6) of the Defense Production Act for the purpose of expanding domestic grid capability. That waiver is intended to allow faster, more flexible use of section 303 authorities to expand production and supply chains for the listed grid items.

Energy Secretary Authorized To Fund Projects

The Secretary of Energy is authorized and directed to implement this determination, including making purchases, purchase commitments, and financial support or other financial instruments to enable projects that expand domestic grid manufacturing and supply chains. The Secretary is also directed to publish this determination in the Federal Register.
