Continued Voluntary Offshore Safety Reporting

The Bureau of Transportation Statistics will renew the Oil and Gas Industry Safety Data (ISD) program so companies can keep voluntarily submitting near-miss and other safety reports to help spot early warnings and design interventions to prevent accidents and fatalities on the Outer Continental Shelf. Confidentiality Protections for Submitted Data

Data submitted to the ISD program operate under the Confidential Information Protection and Statistical Efficiency Act (CIPSEA) and BTS confidentiality statute (49 U.S.C. 6307(b)), meaning BTS may use data only for statistical purposes and cannot share incident microdata for regulatory, law enforcement, adjudicative, or FOIA purposes. BTS will publish only aggregated summary statistics and analysis results, and it protects reporter identity.

Estimated Time Burden for Participating Companies

BTS estimates 60 respondents will participate in the ISD program, with an estimated 1 hour per response on a quarterly frequency, for a total annual burden of 240 hours (OMB Control Number 2138-0048).
