Commerce preliminarily calculated estimated weighted-average dumping margins of 35.17 percent for PT Blue Sky Solar Indonesia, PT REC Solar Energy Indonesia, and for all other producers/exporters. These margin rates are the basis for required cash deposits and enforcement actions described in the notice.

Suspension of Liquidation and Retroactive Application

Commerce directed U.S. Customs and Border Protection to suspend liquidation of subject merchandise entered or withdrawn for consumption on or after the publication date (April 28, 2026) and to require cash deposits equal to the estimated dumping margins. Commerce preliminarily found 'critical circumstances' for all other Indonesian producers/exporters (but not for Blue Sky and REC Solar), so for those 'all other' producers/exporters the suspension applies to unliquidated entries entered or withdrawn for consumption on or after the date which is 90 days before the publication of this notice.

Preliminary Dumping Finding for Indonesian Solar Cells

The Department of Commerce preliminarily found that crystalline silicon photovoltaic cells from Indonesia are being sold in the U.S. at less than fair value for the period July 1, 2024 through June 30, 2025. Commerce published this preliminary affirmative determination on April 28, 2026.
