Clearance to Start Manufacturing

If you submitted a PMN, MCAN, or SNUN and EPA found the new chemical or significant new use is "not likely to present an unreasonable risk," you may commence manufacture or the significant new use even if parts of the review period remain. This notice covers findings made for submissions during February 1, 2026 through February 28, 2026.

90-Day Notice Requirement Reminder

Anyone who plans to manufacture (including import) a new chemical for a non-exempt commercial purpose, or anyone who wants to engage in a use EPA has designated as a significant new use, must submit a notice to EPA at least 90 days before starting manufacture or the significant new use.

February 2026 Finding: Modified Yeast

EPA published that, for submissions reviewed February 1–28, 2026, it made "not likely to present an unreasonable risk" findings for listed cases including case J-25-0013 (a modified yeast with chromosomal modifications). Decision documents for that finding are available at EPA's new chemicals review website.
