Feds Let Fishermen Catch More Sharks Thanks to Last Year's Leftovers

NMFS is raising the 2026 shark fishing quotas thanks to leftover catch limits from 2025, giving fishermen more chances to reel in sharks while keeping the ocean healthy. Extra 2026 Shark Quotas Added

Starting April 30, 2026, NMFS raised 2026 commercial shark quotas by carrying forward underharvest from 2025 for certain groups. Examples: Western Gulf of America blacktip sharks adjusted quota is 347.2 mt (765,392 lb) (base 231.5 mt plus 115.7 mt carryover); Eastern Gulf of America blacktip sharks adjusted quota is 37.7 mt (83,158 lb) (base 25.1 mt plus 12.6 mt carryover); Gulf of America smoothhound sharks adjusted quota is 504.6 mt (1,112,441 lb) (base 336.4 mt plus 168.2 mt carryover).

No Carryover for Overfished Groups

NMFS may not carry over 2025 underharvest to 2026 for management groups that are overfished, experiencing overfishing, or of unknown status. The named groups include: aggregated large coastal sharks (LCS), hammerhead sharks (scalloped hammerhead status), non-blacknose small coastal sharks (including bonnethead concerns), blacknose shark, blue and porbeagle sharks and other pelagic sharks, sandbar shark, and research LCS.

Carryover Capped at 50 Percent

NMFS may not carry over more than 50 percent of a base annual quota from a previous fishing year to the next year. The adjusted 2026 quotas were calculated by adding underharvest up to that 50 percent limit to the 2026 base quotas.

Effective Dates for 2026 Adjustments

This temporary final rule is effective April 30, 2026 through December 31, 2026, meaning the adjusted 2026 commercial shark quotas apply for that period of the 2026 fishing year (January 1–December 31, 2026).

Subregional Split for Gulf Blacktip Carryover

NMFS accounts for Gulf of America blacktip shark underharvest by dividing the carried-over amount between the eastern and western Gulf of America sub-regional quotas based on the codified sub-regional quota split percentage.
